Carter County is a county located in the U.S. state of Kentucky. It was formed in 1838. As of 2000, the population was 26,889. Its county seat is Grayson, Kentucky. The county is named for Colonel William Grayson Carter. Carter County is one of 55 counties in the Kentucky that is a dry county, meaning the sale of alcoholic beverages is prohibited everywhere in the county.
